During the process of constitution of Europe, one naturally concentrate on the discussion between the Economical Community (Common Market) versus the People Community (Social Europe).

These two concepts of the European Union, possibly opposing each other, are now followed by another one: the Europe of Cultures, understood as the possible foundation of a Community which is late in becoming a real Community.
